PROBLEM TO BE SOLVED: To provide a motion estimating method for considering the motion of an adjacent representative point with low processing amount.

SOLUTION: A reciprocative motion estimating part 103 includes: a representative point setting step for setting the representative point in a first picture; an initial value setting step for setting the initial value of a motion vector with respect to the second picture of the representative point; a motion detecting step for changing the motion vector of the representative point within a prescribed range, calculating an evaluation function, and updating the motion vector in response to an evaluation function value; and a control step for performing the processing of the motion detecting step to a prescribed representative point, completing the processing when the number of the representative points updated by the different motion vector is less than a prescribed value, and performing the processing of the motion detecting step again when the number is not less than the prescribed value.
