<P>PROBLEM TO BE SOLVED: To provide a lithium ion battery with high capacity, high property, and excellent safety at a low cost. <P>SOLUTION: This lithium ion battery is provided with a positive electrode plate 1 provided with a positive electrode active material layer 1a, a negative electrode plate 2 provided with a negative electrode active material layer 2a, a porous insulating layer 4 containing solid fine particles formed at least on a surface of either of the positive electrode active material layer or the negative electrode active material layer and a resin binder, and an electrolyte containing a nonaqueous solvent.
