A non-slip steel plate which is installed on various stairs or inclined floors such that walkers can walk through the non-slip steel plate-installed stairs or floors safely and conveniently is provided. A non-slip steel plate(10) sequentially comprises: a rectangular steel plate(11) with predetermined size and thickness; a rust-proofing treated layer(12) formed on a surface of the steel plate; an epoxy primer layer(13) formed on the rust-proofing treated layer; a slipping preventing layer(14) laid up on the epoxy primer layer by scattering an epoxy binder and an aluminum oxide grit; and a top coating layer(15) coated on the slipping preventing layer. The non-slip steel plate comprises: the steel plate; and the rust-proofing treated layer, a urethane primer layer, a slipping preventing layer formed by scattering a urethane binder and a steelmaking slag, and the top coating layer sequentially laid up on the surface of the steel plate.
