A method for providing an emergency positioning service of a target terminal in a location information providing system is provided to set a representative location server, which is to process a positioning service request message from a non-registered target terminal, among multiple location servers to select a suitable location server in consideration of conditions including the location of the target terminal on a network. A target SET(309) requests a location of a V-SLP1(Secure Location Platform)(305) from a DNS server of a visited network. The target SET(309) receives an IP ADDRESS of the V-SLP1(305) and transmits an SUPL EME START(Secure User Plane Emergency Start Message) including the network information in which the target SET(309) is located. The V-SLP1(305) receives the SUPL EME START and selects a V-SLP2(307) for calculating a location value of the target SET(309). The V-SLP1(305) transmits a location information request message including the information of the target SET to the V-SLP2(307). The V-SLP2(307) transmits a location value response message including a positioning method and its IP ADDRESS to the V-SLP1(305). The V-SLP1(305) transmits an emergency positioning service response message including the positioning method and the IP ADDRESS of the location value calculation server to the target SET(309). The target SET(309) transmits a message starting a location value calculation process to the V-SLP2(307) The target SET(309) and the V-SLP1(305) calculate a location value of the target SET(309). The V-SLP2(307) transmits the calculated location value to the target SET(309).
