<P>PROBLEM TO BE SOLVED: To provide a hydrogen permeability substrate, a fuel cell using it, and a method for manufacturing the hydrogen permeability substrate, by which a hydrogen separation film can be thinned and can be more efficiently utilized. <P>SOLUTION: A hydrogen permeability substrate (100) includes a hydrogen permeability member (20) and a support plate (10) supporting the hydrogen permeability member. The support plate has a plurality of through-holes (11). The hydrogen permeability member is arranged in the through-hole. The hydrogen permeability member is not arranged at portions other than the through-hole, which do not substantially contribute to hydrogen permeation.
