A driving circuit for an LCD device and an LCD device having the same are provided to execute stable operation thereof by separating the ground of an electrically erasable programmable read only memory. A driving circuit for an LCD(Liquid Crystal Display) device includes a serial clock line(SCL), a serial data line(SDA), first and second ground units(30,31), and a first bead(43). The serial clock line connects a timing controller and a serial clock input terminal. The serial data line connects a timing controller and a serial data input terminal. The first ground unit supplies a ground level voltage to the driving circuit. The second ground unit supplies the ground level voltage to a ground terminal of an EEPROM(Electrically Erasable Programmable Read Only Memory). The first bead is formed between the first and second ground units and separates the first and second ground units.
