<P>PROBLEM TO BE SOLVED: To provide a method for alleviating, preventing or treating symptoms of diabetes or a disorder itself, and health risks relating to diabetes. <P>SOLUTION: A material and a method are provided which relate to mildly polar fluid extracts of plant material, such as Artemisia plant species, useful in a method for treating diabetes, a method for modulating the activity of glucagon-like peptide-1 (GLP-1), and a method for modulating phosphoenol pyruvate carboxykinase (PEPCK) activity in a diabetes-specific manner. The extracts are generally non-toxic and non-mutagenic and can be administered to diabetics with a beneficial effect on a blood glucose level.
