PROBLEM TO BE SOLVED: To suppress an observation failure more than in a conventional configuration by creating an observation plan in view of an observation target and a sensor index.SOLUTION: An observation plan preparation device includes a data storage part 4 for storing data indicating an observation request to an observation target and data indicating the observation elements of a sensor used for observing the observation target, a task information creation part 51 including an observation index regarding the observation target and an observation index regarding the sensor and configured to create task information for each observation request to meet the observation request, and an observation plan creation part 6 for creating an observation plan for carrying out observation of the observation target on the basis of the created task information.SELECTED DRAWING: Figure 3 |
