PURPOSE:To engage a plug with a molding recess simply, quickly and surely by reciprocating horizontally a flat plate-like shutter to provide a releasing state in which the axes of through holes in a base are aligned respectively with the axes of plug dropping holes in the shutter or a closing state in which the lower openings of the through holes are covered with the shutter. CONSTITUTION:While the lower openings 4a... of through holes 4... are covered with a shutter 7, plugs 1... are respectively inserted into the through holes 4... outside a lower metal mold 2. In this case, the inside diameter of the through hole 4 is set slightly larger than the outside diameter of the plug 1, so that each plug is erected to have the axis aligned with that of the through hole 4. A base 5 having the plugs 1... inserted into the respective through holes 4... is held by a holding arm 33. A holder 32 is transferred to the lower metal mold 2 by a transfer device so that the substrate 5 is located slightly above the lower metal mold 2. Then, a cylinder 18 presses a push rod 17 to slide the shutter 7 in the direction of arrow A.
