A fuel element has air removed from its interior during manufacture by sealing the can ends with welded plugs after the fuel has been inserted, one of the plugs having a small passage through it; negative pressure is applied to the can interior via said passage which is then sealed under vacuum, e.g. by a force fit pin; the closure is completed by welding the pin. A transverse groove is preferably formed in the plug inner face so as to communicate with the passage therethrough.
