Apparatus for tensioning fabric such as tire cord fabric in which the fabric is pulled through one or more treatment chambers under substantial tension. The tension is created in an assembly of holdback rolls and the fabric is elongated during its passage through the assembly of rolls. Torque is applied to the shafts of the rolls through friction clutches which slip when a predetermined torque is exceeded, the clutches being adjusted so that the rolls accommodate their speeds to variations in the speed of the web due to the elongation of the material without slippage taking place between the web and the rolls.
