摘要 <p>PURPOSE:To execute encoding so as to be held in a prescribed code quantity within a prescribed processing time by executing a statistical processing by using provisional quantization width and predicting optimal quantization width, based on its data. CONSTITUTION:The device is provided with an entropy encoding circuit 26, a code quantity calculating circuit 28, a quantization width predicting circuit 30, a code quantity allocating circuit 32, and an encoding aborting circuit 34, executes orthogonal conversion by executing blocking of image data and executes quantization by provisional quantization width, and thereafter, executes entropy encoding, calculates the code quantity of every block and the code quantity of the whole image and calculates the allocation code quantity of every block, and also, predicts optimal quantization width. Subsequently, quantization is executed by new quantization width to a conversion coefficient orthogonally converted again, and thereafter, entropy encoding is executed so as to abort encoding before exceeding the allocation code quantity of every allocated block. In such a way, encoding can be executed so as to be held in a prescribed code quantity within a prescribed processing time.</p>
