PURPOSE:To recognize all object patterns for standard pattern determination by detecting a discrimination threshold value from similarly, and solving the problem of set covering and detecting an optimum standard pattern. CONSTITUTION:A character to be read as an object pattern for standard pattern determination which belongs to one of a finite number of categories is converted by a converting means 1 such as an OCR into an electric signal, which is encoded; and a vector generating means 3 generates the normal vector of the character to be read. A threshold value determining means 4 calculates the similarity; between object characters by the normalization vector to determine the threshold value. A pattern determining means 5 solve the problem of set covering regarding the discrimination threshold value and similarity to determine a standard pattern. The standard pattern and discrimination threshold value are used to discriminate the object character.
