PROBLEM TO BE SOLVED: To provide an air-conditioning feeling which is felt comfortable under all conditions without increasing a control formula to decide the increase of the number of airflow control steps. SOLUTION: Based on an amount X of solar radiation detected by a solar radiation sensor, an outside air temperature (TA) detected by an outside air temperature sensor, an outside air temperature (Ta) being a reference, and a given factor (b), the increase amount Y of the number of airflow control steps is decided by a control formula represented by a formula of Y=b.X2.TA/ Ta. By this constitution, when the outside air temperature (TA) is low and the solar radiation X is low, the increase amount Y of the number of airflow control steps is suppressed to a lower value. When the outside air temperature (TA) is high and the solar radiation amount X is high, the increase amount Y of the number of airflow control steps is further increased.
