PROBLEM TO BE SOLVED: To increase the utilization efficiency of a propagation substrate by suppressing the waste of the propagation substrate in-in-situ bioremediation and to degrade the contaminant with a small supply amt of the propagation substrate. SOLUTION: The substance obtained by adding a factor to inhibit the propagation of microorganisms to the propagation substrate of the microorganisms is injected into the soil and/or into the underground water. A propagation substrate-contg. soln. at a pH of >=9.5 is supplied to the soil and/or the groundwater, or the propagation substrate-contg. soln. at a pH of <=4.5 is supplied to the soil.
