PROBLEM TO BE SOLVED: To provide a low hydrogen type covered electrode which sufficiently holds a characteristic and mechanical performance required for the low hydrogen type covered electrode, is excellent in a welding workability, in particular capable of subjecting to a vertical upward welding at a high current in all positions. SOLUTION: In the low hydrogen type covered electrode in which a coating agent is coated in the periphery of a steel core wire, the coating agent contains a carbonate (in terms of CO2 ) per total mass of the coating agent: from 10 to 30 mass %, fluoride (in terms of F): from 3 to 10 mass %, TiO2 : from 3 to 20 mass %, SiO2 : from 3 to 30 mass %, contains at least one kind selected from a group comprising an iron powder and iron alloy powder which is more than 5 mass % in terms of Fe, and has a composition that the ratio of the carbonate (in terms of CO2 )/a fluoride (in terms of F) is from 1.5 to 7. This coating agent is coated on the steel core wire in a range of the coating ratio: from 20 to 40 mass %, and C content of the whole low hydrogen type covered electrode containing the coating agent and the steel core wire is from 0.02 to 0.16 mass %.
