A martensitic stainless steel having excellent non-rusting properties for use in disk brakes which is characterized by containing, in terms of mass%, 0.01-0.10% C, 0.05-2% Si, 0.2-2.0% Mn, up to 0.01% S, 0.005-0.025% N, 10-14% Cr, 0.02-2% Ni, 0.001-0.1% Al, and up to 0.5% V, with C+N being 0.06-0.1%, further containing either (i) one or more of P, As, Sb, and Bi in a total amount of 0.05-0.5% or (ii) 0.005-0.05% P and 0.005-0.05% Bi, provided that the sum of both is 0.01-0.05%, and optionally further containing Cu, Ti, Mo, and Nb in given amounts, with the remainder being Fe and unavoidable impurities.
