<P>PROBLEM TO BE SOLVED: To allow a content distributor to select an optimal distribution method and distribution path from elements such as information for contents, the number of distribution, the time required for distribution, the distribution cost, the detail of contents, and the distribution line condition. <P>SOLUTION: A content transmitting means analyzes information acquired from a content management means, a distribution path selecting means, a user information management means, and a path information grasp means; and determines an optimal distribution method and distribution path at a method distribution judgment means. When the optimal distribution method and distribution path are determined; a content is distributed to a content receiving means; using the distribution path selecting means, a broadcast transmitting means, and a communication transmitting means. The content receiving means receives the content distributed by the broadcast transmitting means and the communication transmitting means, and records the content in a content recording means if necessary.
