A foreign material collecting device and a washing machine having the same are provided to prevent washing water from staying between a water circulating duct and a filter unit. A foreign material collecting device comprises a water circulating duct(210), a filter cover, a filter unit, and a water flow changing rib(216). The water circulating duct, installed at a washing tub, has at least one water inlet(212). The filter cover covers the water inlet. The filter unit is located between the water circulating duct and the filter cover to filter the foreign materials. The water flow changing rib is formed on the periphery of the water inlet of the water circulating duct to change water flow.
