A recorded master for manufacturing an information storage medium and a manufacturing method thereof are provided to implement high density recording by forming pits sized below resolution limit. A recorded master for manufacturing an information storage medium comprises a substrate(11), and a thermal deformation layer stacked on the substrate. The thermal deformation layer is made of a ferroelectric material wherein pits are formed by thermal deformation of the portion where a beam enters. Dielectric layers(13,17) are formed on at least one of upper and lower sides of the thermal deformation layer.
