PROBLEM TO BE SOLVED: To provide a polymer electrostatic actuator in which an electrode can be easily pulled out without causing an increase in the number of manufacturing steps and surface discharge can be reduced. SOLUTION: An insulating layer portion 11 is folded like bellows, and a first electrode layer portion 21 or a second electrode layer portion 22 is provided on each of surface ends of a base 12 formed by the insulating layer portion 11. With this configuration, a single-layer actuator is formed of the first electrode layer portion 21, the second electrode layer portion 22 and the base 12 sandwiched by them, and a plurality of formed actuators are laminated. The first wiring portion 31 connected to the first electrode layer portion 21 and a second wiring portion 32 connected to the second electrode layer portion 22 are pulled out to an end of the insulating layer portion 11. Accordingly, when a plurality of bases 12 each having the first electrode layer portion 21 and the second electrode layer portion 22 are laminated thereon, the first wiring portion 31 and the second wiring portion 32 are easily connected to the outside.
