A tourmaline pad structure for the vehicles and a manufacturing method thereof are provided to reduce the fuel consumption by inducing the perfect combustion attaching the tourmaline contained pad in outer side of the fluid pipe. A tourmaline pad structure for the vehicles and a manufacturing method thereof perform the followings: a step for pulverizing to the powder the tourmaline raw or; a step for forming the tourmaline mixture it mixes with the rubber or the silicon the pulverized tourmaline powder; a step for adhering to the conductive material thin plate of metal tourmaline mixture; and a step for adhering magnetic material(16) of the thin plate having the plasticity in the thin plate of the conductive material in which the tourmaline mixture.
