The present invention relates to a charge plate monitoring apparatus, which does not affect a plate self-discharge time by eliminating a stray capacitor of a relay switch using a voltage feedback method. The charge plate monitoring apparatus comprises: a measuring plate unit including a conductive plate, a grounded surface, and an insulator between the conductive plate and the grounded surface; a non-contacting electrometer unit installed between the conductive plate and the grounded surface of the measuring plate unit, and detecting potential of the conductive plate; a measuring unit measuring the potential of the conductive plate detected by the non-contacting electrometer unit or allowing the potential to bypass; and a voltage feedback circuit unit feeding back the potential of the conductive plate bypassed by the measuring unit such that both ends of the relay switch have the same potential.
