Call controller (11) performs processing to release a signaling connection to the CS domain and processing to switch from an individual channel to a common channel with respect to each of mobile terminals (24), whose percentage is in accordance with the regulation level, and that have transmitted a message for establishing a signaling connection to the CS domain. |
