A telemetry supervisory system for transmitting information by means of an asynchronous transfer mode technique in a broadband integrated services digital network (B-ISDN), is disclosed. The system comprises a monitoring means for monitoring a state of an object and for generating monitoring information related to the state of the object; and encoding/transmission means for encoding the generated monitoring information into a number of cells of fixed length using a variation coding technique, such that 1) when no change in the state of the object occurs and less monitoring information is generated, the cells are generated at a given rate defined as number of cells per unit time, and 2) when a change of the state of the object occurs and more monitoring information is generated, the cells are generated at a new rate, wherein a variation of the given rate to the new rate corresponds to a magnitude of change of the state of the object. The encoding/transmission means transmits the cells of fixed length to a monitor station in an asynchronous transmission mode through a communication network. The monitor station includes 1) a cell number counter for counting a number of cells per unit time received from the communication network; and 2) a cell number increase detection means connected to the cell number counter and outputting an alarm signal which identifies a monitored object, when a change of the number of cells counted by the cell number counter is larger than a predetermined value.
