Coated fuel particles are bonded to each other using carbide or metal to form hollow cylindrical elements with deflector spirals or alternatively axially extended spiral tubes with thin walls so that there is only about one percent coolant flow through the porous walls relative to the forced coolant flow over the walls of the element.
