PURPOSE:To reduce a required memory capacity and cost by fixing the detecting function of a motion detecting part to moving picture detection with respect to the peripheral part of a picture. CONSTITUTION:A peripheral part A1 and an inside part A2 of a picture A are distinguished, and the peripheral part A1 is preliminarily set as a motion area. That is, it is detected by a motion detecting part 4 whether a picture element as the object of motion detection is in the peripheral part A1 or not, and a moving picture detection signal is outputted independently of an input signal when it is in the peripheral part A1. Thus, the still picture processing of the area corresponding to the peripheral part A1 of the picture A is unnecessary in this example, and therefore, a memory for still picture processing of he area is unnecessary and the the memory capacity is reduced by power of 2. That is, the memory for the processing part corresponding to the peripheral part A1 is unnecessary in an inter-frame interpolation processing part 21. |
