PURPOSE:To accurately extract inflection points to become corners by providing an inflection point extracting and judging means which judges an object contour point as an inflection point when a longitudinal segment and a lateral segment which are extracted are both longer than the length of a specific segment. CONSTITUTION:A CPU 20 scans the contour of a basic character dot pattern according to a contour point extraction program 41 in a ROM 40 to extract the contour points of the basic character dot pattern. Then longitudinal segments and lateral segments including the object contour points are extracted according to a inflection point extracting program 42 and when those are both longer than the specific length, the longitudinal and lateral segments are recognized as longitudinal and lateral segments which can form straight line parts of respective characters. Then it is judged that the object contour points form intersections of those segments and should be extracted as inflection points. Thus, the intersections of segments can securely be extracted as inflection points.
