PURPOSE:To eliminate a time for exchanging a tool and to improve work efficiency, by rotating the tool on its own axis, while the tool is rotated around a spindle, on an orbital track, whose diameter can be changed, and easily changing a drilling size. CONSTITUTION:When a hole, whose size is larger than that of a cutter 5, is drilled, a stepping motor 17 is actuated only for a predetermined time. A machine drives an orbitally revolving spindle 2 and pulleys 8 to be angularly displaced while performing their relative angle displacement by actuating a differential gear mechanism 16 and transmission mechanisms 14, 15 while turns a housing 3 and an on-its axis revolving spindle 4 about swivel axes 31 serving as the center by actuating links 9 and arms 6. In this way, the cutter 5 rotates deflecting from the axial center of the orbitally revolving spindle 2. Accordingly, the hole, whose size is larger than that of the cutter 5, can be drilled.
