PURPOSE:To reduce microvibration at the time of starting, check any leakage in a transferring electric charge based on moisture absorption of transfer paper as well as to prevent a toner image characteristic from deteriorating, by forming the outer circumference of a conveyor roller pair for a transfer paper conveyor with a high volume resistance layer and an insulating rubber layer. CONSTITUTION:In a high resistive roller 5 contacting with an insulating roller 1, there is provided with a high volume resistance layer 5b in low specific gravity on the circumference of its steel-make metal core 5a. And, the metal core 5a of this roller 5 is grounded via a voltage element 6, and it is designed so as to control potential of the high volumn resistance layer 5b. If the insulating roller 1 and the high resistive roller 5 like this are driven, the amplitude of microvibration to be generated in a turning system at the time of its starting converges in a short time, so that transfer paper is feedable to an image forming process part in a stable state. On the other hand, since each surface of conveyor roller pairs 1 and 5, contacting with the transfer paper consists of the high volume resistance layer 5b and an insulating rubber layer 1b, an transferring electric charge given to the transfer paper is hard to leak even if the transfer paper absorbs moisture and comes into a low resistance state.
