PURPOSE:To improve controllability of a step motor, by a method wherein, in a device which includes an accel link energizing a throttle valve, driven by a step motor, in a closing direction during release of an accel pedal, a maximum opening regulated by the accel link is specified. CONSTITUTION:A throttle sensor 5, detecting the opening of a throttle valve 6 the operation of which is controlled by means of a step motor 4, is provided with a full closing switch 5b detecting the reference opening of a throttle valve 6. The step motor 4 stores the number of steps, performs control so that a stored step position forms a target step position, and forces a target step position to coincide with a stored step position when the opening of the throttle valve 6 attains a reference value. In the throttle valve 5, the maximum opening of the throttle valve 5 is regulated by engagement of a throttle lever 25 with an accel link 34, coupled to an accel pedal, and a maximum opening regulated when the accel link 34 is in a maximum return position is set to a value higher than a reference opening.
