PURPOSE: To provide a webbing winding device with simplified structure of a lock plate, easy to mount the lock plate to a spool, with improved operability. CONSTITUTION: In the mounting of the lock plate 16 to the spool 14 of the webbing winding device 10, a connecting shaft 16a of the lock plate 16 integrally formed by pawls 16b, 16c and the connecting shaft 16a is inserted into the spool 14 from a notch 14d. After the lock plate 16 is rotated appropriately so that operating surfaces 16f, 16g face respective load-receiving surfaces 14g, 14h, other components are assembled. Thus, the mounting of the lock plate to the spool does not require conventionally required connection between the connecting shaft and the pawls, resulting in the easy mounting, and the operability improves. The insertion from the notch enables the integral formation of the lock plate 16.
