摘要 <p>PROBLEM TO BE SOLVED: To solve a problem that the communication load increases to cause lowering of communication rate when a large number of mobile terminals use an identical packet communicable channel and radio resources can not be utilized effectively because a portable telephone can do nothing under such a situation. SOLUTION: Mean traffic Mavg in communication area A2 calculated at a base station 4 and information of a packet communicable channel are delivered to a base station 3 through a packet processor 5. The base station 3 informs the mean traffic Mavg and the information of a packet communicable channel to portable telephones 1 and 2 using extra information of an idle unit. If the packet traffic under communication with a base station calculated by the portable telephone 2 is smaller than the mean traffic Msum of the base station 4 informed from the idle unit as a result of comparison, the portable telephone 2 performs switching to the channel of a packet communicable base station 4 informed from the idle unit principally through the portable telephone.</p>
