MOVING IMAGE DECODER AND MOVING IMAGE CODER

摘要

PROBLEM TO BE SOLVED: To provide a moving image decoder and a moving image coder that can reduce an arithmetic quantity of decoding processing to convert a frame rate into a predetermined frame rate and reduce an arithmetic quantity for coding processing at re-coding to convert the frame rate into the predetermined frame rate. SOLUTION: A coding/skipping control means determines a frame to be decoded, skips undesired frames before giving a frame to a decoding means so as to reduce unnecessary decoding processing in the decoding means. Furthermore, the coder conducting re-coding eliminates the need for a frame rate control section so as to obtain simple configuration thereby relieving the processing load on the coding means.
