<p>PROBLEM TO BE SOLVED: To provide a management system capable of managing a plurality of VPR devices. SOLUTION: A hierarchy management system for managing a network for performing cipher communication by using a VPN(virtual private network) device 300 being the interface of cipher communication is provided with a manager management device 100 for generating an SPD for defining a rule of the cipher communication, and for distributing the generated SPD; and a relay management device 200 connected to the manager management device 100 for receiving the SPD distributed from the manager management device 100, for preserving the received SPD, and for distributing the preserved SPD to the VPN device 300. The VPN device 300 receives the SPD distributed by the relay management device 200, and executes the cipher communication by using the received SPD.</p> |
