<p><P>PROBLEM TO BE SOLVED: To provide a commutation ticket which is prevented from being illegally used and from being forged or the like, and is easily obtained and settled and enables a toll for use to be reduced. <P>SOLUTION: The fingerprint of a user, the use block and the period of use of the commutation ticket or the like are preliminarily recorded in an IC chip 11 of the commutation ticket 1 for passage of a toll road. The fingerprint of the user is inputted to a fingerprint reader 12 in use, and only when the fingerprint is matched with the preliminarily recorded fingerprint of the user, the recorded use block and period of use are transmitted through an onboard unit 2 to a gate receiver 3. The season ticket 1 for passage of the toll road can be acquired when an electronic license 5 and the fingerprint are inputted to an automatic issuing machine 6.
