PURPOSE:To improve the picture quality visually by varying a threshold level of a discriminator by means of the coding method of a preceding frame or a preceding field. CONSTITUTION:A coding method of a preceding frame at a same position as a block to be discriminated by a movement discriminator 20 is read from a memory 21 and it is inputted to the movement discriminator 20 as a signal 22. The movement discriminator 20 selects a threshold level from the signal 22 and compares the selected threshold level with a coding signal 3a and a coding signal 3b. Thus, the selection of a coding method of a current frame is controlled by the coding method of a preceding frame. That is, it is possible that the same coding method as the coding method of the preceding frame is easily selected.
