<p>#CMT# #/CMT# The device has a calculation unit to calculate an internal resistance value of a battery at preset sampling intervals at which data pairs formed by current and voltage of the battery are acquired during a starting up period of an engine in response to the starting of a starter. Another calculation unit calculates a voltage difference, in open circuit, which is a difference between pseudo voltages in the circuit before the starting of the starter and after the period.
