A flexible weir and the manufacturing method thereof are provided to relieve and prevent the abrasion and damage of a weir caused by standing up and overturning repeatedly by expanding and contracting evenly as a whole without being crumpled such as a balloon effect when a weir stands up and overturns, and to make installation easy by folding and spreading two ends of a tube when installing to the slope of an embankment. A flexibility weir(10) comprises a base reinforcement coating layer made of a polyurea material covered and formed on the entire surface of one of a first base coating layer or a second base coating layer of a base flexible plate which is exposed to the outside and folded, upper and lower reinforcement reinforcing cloths laminated to face each other at equal distances along two ends of the width from the center of the width of the base reinforcement coating layer and formed to be shorter than the width and length of upper and lower reinforcing cloths, a reinforcement(70) made of a polyurea material covered and formed by surrounding projections of the upper and lower reinforcement reinforcing cloths, and second and third main coating layers covered and formed on the outside and the inside of the folded base reinforcement coating layer except the reinforcement.
