A growth intelligent-type virtual secretary operating system and a method thereof are provided to improve the intelligence of a virtual secretary through learning, so that the virtual secretary can communicate with an operator. A user terminal(110) performs information retrieval and Internet accessing by using a virtual secretary. A character provider terminal(150) is used by a character information provider.
