In a system and a method to provide voucher based on user selection when providing a voucher based on user selection, a user interface which receives a connection request from a user terminal and selects a condition of issuing the voucher corresponding to the connection request is provided to the user terminal; user selection information for each item of conditions of issuing is received through the user interface, a voucher of which the condition of issuing corresponds to the user selection information is generated and issued, and the condition of issuing of the voucher includes at least one item among a type of voucher, a category of goods, a place of use, a type of goods, a value amount, a type of sending, and design.
