The method further includes sending the pricing information to the at least one application.

1. A method, comprising:
receiving network utilization data associated with an access network; determining an expected network utilization for a predetermined time period based upon the network utilization data; determining pricing information for the predetermined time period based upon the expected network utilization, the pricing information including at least one price rate for communication between at least one application and at least one client device having at least one sensor utilizing the access network; and sending the pricing information to the at least one application, wherein the at least one application is configured to determine whether the pricing information meets pricing requirements of the at least one application, send a request for sensor data associated with the at least one sensor to the client device during the predetermined time period when the pricing information meets the pricing requirements, and receive a response including the sensor data from the client device utilizing the access network during the predetermined time period.
