<p>PURPOSE:To eliminate useless information generated due to noise of a background part and to enhance the coding efficiency by coding only the inside of a talker area obtained by segmentation. CONSTITUTION:A weighting section 3 applies 2nd weighting to a valid block map given with an isolated invalid block from an elimination section 6 and gives the result to an adder 4. After input moving picture processing is applied to a delay section 8, the delay section 8 applies delay time compensation till the valid block map is given to a coding section 7 to make time matching. The coding section 7 applies coding of a moving picture signal given from the delay section 8 only to a part represented to be the valid block area, that is, a talker area in the given valid block map and applies no coding to a background part represented by an invalid block. Thus, the talker part is segmented and coded in this way to eliminate useless coding information quantity generated due to noise from the background thereby improving the coding efficiency.</p> |
