PROBLEM TO BE SOLVED: To provide an image processing apparatus capable of compressing images with a high compressibility while maintaining an image quality of a characteristic area.

SOLUTION: This image processing apparatus includes: a characteristic area detecting section that detects a characteristic area from an input image; an image generating section that generates from the input image both a low-quality image to be inferior in image quality to the input image and a high-quality image of the characteristic area to be superior to the low-quality image in at least the characteristic area; a difference processing section that generates a characteristic area difference image indicating a difference image between an image of the characteristic area and an image of the characteristic area in the low-quality image; and an encoding section that encodes the characteristic area difference image and the low-quality image.
