PURPOSE:To attain the change of the bias conditions even after said conditions are set by storing a bias condition selecting instruction in a programmable ROM and deciding the bias voltage of an input means based on said selecting instruction while the reset signal is applied to a control terminal. CONSTITUTION:If a bias condition setting instruction indicates connection between a positive voltage source 13 and an input inverter, the grounding voltage is applied to the gate of a pull-up transistor TR9 from a latch circuit 8. Thus the source 13 is connected to the inverter. In case the bias condition setting instruction indicates disconnection between the source 13 and the inverter, the circuit 8 applies the positive voltage to the gate of the TR9. Thus the TR9 is kept off and the source 13 is not connected to the inverter. Thus the bias conditions of an input means 11 are set based on the bias condition setting instruction and a program counter 2 designates successively the addresses of a mask ROM 3 and reads out a series of program instruction for execution of input/output of data and the arithmetic logical operation.
