PURPOSE:To suppress the generation of effective blocks in inter-frame vector quantization and to decrease the generated amount of coding information by providing an initial-stage vector quantizing and coding part on the output stage of a frame memory. CONSTITUTION:The initial-stage vector quantization/coding/and decoding part 30 makes signals through an input image signal string 101 into an input vector, reads out output vectors from plural code books by an inter-frame predicting image signal string 102 from a frame memory 4, and makes the input vector to a quantizing vector, and when a minimum distortion obtained in this processing of quantization exceeds a quantization threshold, the initial-stage means value of the input vector is derived and by interpolating it, the content of the code book is updated. At the same time, the part 30 outputs the interpolation initial stage mean value to a subtractor 1 and an adder 3 as an initial vector quantization and decoding string 121, and further, adds the value to an initial stage index to identify an output vector where the initial mean value is added to output initial vector quantization and coding data 120 to a variable length encoding part 5. |
