A portable electronic device contains a memory having first, second and third memory areas and a CPU. A plurality of identification number data are stored in the first memory area of the memory. The portable electronic device receives identification number data and instruction data from an external device. The CPU verifies the identification number data received by this device by reference to the identification number data stored in the first memory area of the memory and stores verification results in the second memory area of the memory. The portable electronic device also receives instruction data from the external device. Control data corresponds to the instruction data are stored in the third memory area and represent a plurality of identifiers each indicating whether identification number verification is required and further indicates whether complete or partial identification number verification is required.
