摘要 PROBLEM TO BE SOLVED: To reduce the rejection possibility for an allocation request of a fixed speed service by arranging a slot from the leading side of a frame for a communication demand of a variable speed service and a slot from the final side for the communication demand of the fixed speed service. SOLUTION: For the communication demand of the fixed speed service, slots FS1 to FS3 are stored from the last of a frame TF, and for the communication demand of the variable speed service, slots VS1 to VS3 are stored from the leading of the frame TF. Thus a free section V1 exits in the intermediate part of the frame TF. When the communication demand of the fixed speed service is generated newly under the state where the slot FS2, for example, of the fixed speed service is free, it is possible to allocate part of the slot FS2 becoming free to a terminal station of the new communication demand. In general, the fixed speed services communication uses the same transmission speed for every user and has the same slot length.
