PROBLEM TO BE SOLVED: To surely execute a hand-over to an optimum base station during moving, even when the base station is in an area where a multiple-slot non- correspondence is intermingled, with a small influence to a talking time. SOLUTION: A base station measurement is executed when a receiving level during communicating is a prescribed value or less. If a base station coincident with communicable base station information incorporated in a terminal equipment cannot be measured, a base station capable of handing over of a base station received by retrieving a peripheral base station under the same conditions as those of hand-over retrieval is stored in the communicable base station information. When the level during talking is further deteriorated so that a hand-over function is started, the base station having the highest receiving level of the base stations coincident with the communicable base station information by the hand-over retrieval is preferentially handed over.
