PROBLEM TO BE SOLVED: To provide a vibrating reed in which the frequency will not decrease, even if a through groove is made at a vibrating arm part and the CI value will not increase, a vibrator having such a vibrator, and an oscillator and a portable telephone comprising the vibrator. SOLUTION: The vibrating reed 100 comprises a base part 110, and vibrating arm parts 121 and 122 projecting therefrom, wherein through grooves 123 and 124 are made at the vibrating arm parts and rigid reinforcing parts 126 are provided in the through grooves.
